
Term Limits for Hawaii Leigslature
Hawaii’s people have spoken loud and clear: we want fresh leadership and real accountability. In 2018, a Civil Beat poll showed that 70% of residents support term limits for our legislators. That’s because we know too well how long-standing politicians can lose touch with the daily struggles families face, from affordable housing to education, from transportation to health care.
Yet despite our voices, those in power have often blocked efforts to bring term limits to Hawai‘i. Bills introduced in 2024 to limit lawmakers’ time in office, giving space for new ideas and new leaders, were stalled before they could move forward. This isn’t just politics; it’s about the future of our community and restoring trust in a government that works for all of us.
The FACTS
Why Term Limits Matter for Hawai‘i, and for You
From 2019 to 2025, Term limit legislation has repeatedly stalled:
1. HB 831 (2024) – Legislative Term Limits Constitutional Amendment

Proposal: Aimed to amend the Hawai‘i State Constitution to limit legislators to a maximum of 16 years in the House or Senate, or both, for terms beginning after the 2024 general election.

Outcome: Introduced but did not advance past committee hearings.

Significance: Despite its introduction, the bill failed to progress, reflecting the challenges of implementing term limits.
2. SB 1424 (2024) – Commission to Improve Standards of Conduct; Constitutional Amendment; Legislators; Term Limits

Proposal: Proposed a constitutional amendment to prohibit a person from serving as a member of the legislature for more than 16 years during their lifetime.

Outcome: Carried over from the 2023 session but did not advance in 2024.

Champion a Constitutional Amendment for Term Limits
I want to introduce and support a constitutional amendment limiting legislators to 10–14 years in office to ensure leadership renewal while retaining valuable experience.
As your representative, I will champion legislation that helps stop career politicians from staying too long and losing touch with the people they’re supposed to serve.
Proposal

Term Limit Duration: Limit cumulative legislative service to a maximum of 10 to 14 years, allowing flexibility for legislators who serve in both chambers.

Applicability: Applies to all elected members of the Hawai‘i House of Representatives and Senate for terms commencing after the effective date of the legislation or constitutional amendment.

Transition Rules: Incumbent legislators at the time of enactment will have their prior service counted toward the limit to ensure fairness and consistency.

Enforcement: The State Chief Election Officer will maintain official records of legislators’ service years and disqualify candidates who exceed the term limits from appearing on election ballots.

Implementation: Because term limits require constitutional changes under Hawai‘i law, this proposal will be introduced as a constitutional amendment subject to voter approval in the next general election.
